Which level of sustainment provides key sustainment functions necessary to meet the commander's intent and concept of operations?

Tactical

Sustainment that directly enables the execution of the plan and the commander’s concept of operations happens at the level closest to the force in the field. This level provides the essential, timely support the units need—right where they fight—covering tasks such as provisioning, maintenance, distribution, and services within the battlespace. It ensures the right supplies, repair capabilities, and support are available at the point of need, so operations can proceed at the desired tempo without delay.

The higher levels set the stage for longer-term planning and larger campaigns: the operational level links campaigns to tactical execution and coordinates sustainment across broader areas, while the strategic level handles policy, resource prioritization, and long-range allocation. Administrative support, while important, is not a level of sustainment. So the level that best provides the key sustainment functions to meet the commander’s intent and concept of operations is the tactical level.
